This procedure involves shooting a messenger line over the crown of the palm tree. The messenger line is used to pull two rescue ropes up over the crown to install high-directional pulleys high in the tree. High directionals allow the rescuer to be raised and lowered safely up and around the dangerous skirt by the team from below.
